The Far Eastern hectare has been expanded to make more land available within the existing Far East regions.

Under the program, any Russian citizen or naturalized foreigner can receive a hectare of land, free of charge. After five years of demonstrated use, registration of the hectare can be transferred to the applicant. A document signed by President Vladimir Putin has been published on the Kremlin’s website, approving the amendments.

The Far Eastern regions have a similar climate to Canada, the U.S. northeast, and eastern Europe, but a bit colder. The land is extremely fertile. Water is abundant and pure.

The Far Eastern hectare program is in demand, with almost 100,000 applicants since February, 2017. “Expanding the available territory will attract new residents,” said the Minister for Development of the Far East, Alexander Galushka. According to the Minister, the mechanism for allocating free land is constantly being improved, thanks to proposals from parliamentarians, regional authorities, public organizations, and individual citizens.
“We made 22 amendments at the end of 2016, and now 65 more have been approved. We proceed on the principle that life exists not for the sake of the law, but that law exists for the sake of life. The Far Eastern hectare is a flexible tool designed to give land to any citizen who is willing to settle simply and quickly,” said Alexander Galushka.
The newly available areas have been in preparation since the beginning of the program. Looking at a map of the Far East, 75 percent of the total area is classified as prohibited zones, and up 88 percent in some regions such as Chukotka. Most of these zones are designated as hunting grounds.

“Amendments to the law are aimed at removing these gray areas and giving citizens a broader choice of land, who exercise their right to a free plot of land under the program,” said the State Secretary for the Development the Far East, Pavel Volkov.
As well as expanding the available territory, the amendments concerned adjusting boundaries of the provided hectares if necessary. In addition, applications from all parts of the country will now be taken by the MFC, and the procedure will be improved for updating and accessing information in the federal information system, “надальнийвосток.рф“.

“We have managed to solve the most pressing problems for now, but it is hard to foresee those that will arise in the future,” said Pavel Volkov. “The Far Eastern hectare program is innovative and unprecedented. Many aspects of its implementation have not been used before. We can only make amendments once we’ve seen it in practice, particularly once people start to declare the results of their development. After five years they will start switching from free use to formal registration of property.”
Starting February 1, 2017, any Russian can get a hectare in the Far East. More than 98,000 people have already taken the opportunity to apply for five years of free land use. After five years, registration of the there can be transferred to the applicant. More than 25 thousand plots have already been given for use.
